Meaning

As part of the opverall IBAN validation process, PayGate Validate checks that the formatting of an IBAN is correct.

Most nations have their own IBAN format giving a large number of formats.  If Validate detects that the IBAn format is incorrect this error is raised and the IBAN is deemed invalid.
